What cities would you say embody the character/pop culture of each decade? I'd say;
1920's - Chicago, Illinois
Where the American mafia was most active, this is a bustling city that represented the essence of the roaring 20's to a tea
1930's - Boise City, Oklahoma
Center of the Dust Bowl and The Great Depression
1940's - Berlin, Germany
Capital city of the main axis power country of World War II
1950's - Levittown, New York
a suburb in Long Island that marked the end of America's urban residential presence
1960's - San Francisco, California
was the core of the Counter-Cultural Movement of the 60's
1970's - Philadelphia, Pennsylvania
Aside from being the birthplace of disco, this was the setting of the popular 70's movie Rocky, it was also the center of the USA's bicentennial commemoration in 1976
1980's - Miami, Florida
Miami Vice, Scarface, The Golden Girls
1990's - Seattle, Washington
the major cultural force for 90's counter culture especially Grunge with Nirvana and Pearl Jam, also the birthplace of Starbucks and the spot for the classic 90's sitcom Frasier
2000's - New York City
the spot for many turbulent 2000's events, 9/11 in 2001 and The Stock Market Crash of 2008

I agree with those examples. If I had to pick a city which best represents the 2010s, I personally think Seoul (the capital of South Korea) would be a good option. Not only was South Korean pop culture influential in the western world during the Early 2010s (as evident by "Gangnam Style" becoming a worldwide phenomenon), it also strongly represents the political climate of the 2010s and the tensions with North Korea.

For me
60s San Francisco- Hippies 70s Los Angles-Where Soul Train took place 80s Miami-Miami-Vice and Miami Bass 90s Los Angles-Gangsta Rap, Boyz in the hood 2000s Alanta-The hotbead for the snap and crunk movement, Tyler Perry movies and when the city became a media hub 2010s Denver-Legalization of Marijuana, one of the fastest growing metros of the 2010s.

If we’re talking foreign cities, I’d agree with Seoul, but in terms of representing the political climate of the 2010s, I’d make a case for Stockholm, Sweden. Many of the social issues that Sweden has dealt with like immigration and feminism perfectly line up with the general zeitgeist of the 2010s. It’s also known for being a rather progressive and geeky city, so it certainly fits in with 2010s culture.

Late 2000s/Early 2010s - Vancouver. Canadian related stuff in general was popular during this time (BlackBerries, Total Drama, Justin Bieber, etc.), it’s an environmentally friendly city at a time when that became popular again, and, maybe it’s just me, but I noticed Chinese culture was popular (Avatar: The Last Airbender, Kung Fu Panda)

I chose Atlanta for the 2000s because we're known for being a sort of suburban city obsessed with fast food blended in with hip-hop gangsta bling culture, and if that doesn't describe the 2000s perfectly, then nothing will

I think Seoul for the late 2010s and even the 2020s would be a better option since K-Pop is very popular nowadays compared to the early 2010s
