I heard the government was going to let people claim a refund on a year so he might still be 27. Anyway, happy birthday!

I'm not sure if EyewitnessTV would want to claim that refund though, being 27 wouldn't be that much better than being 28.

I would happily take it up though if it meant that I could celebrate my 21st again!

Maybe 28th might be a more positive year unlike this year. What about 13th, 18th? I'd happily celebrate those again.
