It's 1989 for me. Sure, 1980 was pretty bland in terms of great, memorable music in the 80s, but there were more songs that I liked from that year than 1989 like "Celebration", "Rock With You", "Another One Bites the Dust", "Call Me", and "Funkytown".
1989 didn't have enough popular music for me to like or remember. The songs that year were mostly bland and forgettable. Even Milli Vanilli had hits that year, for God sakes.
But 1980 does come in a close second for me.

At least 1989 had upbeat new jack swing, hip-hop, freestyle music and the underground alternative scene. 1980 was horribly bland with a bunch of soft rock hitting the charts. The only thing good about that year was some new wave records but I think it's still worse than 1989.

What is your least favourite '80s year for music and why?
I would personally have to go with 1988. It was arguably the first year in which the "'80s aesthetic" was beginning to show serious signs of fatigue. See, the issue with 1988 is that although it has very few songs which I flat-out loathe, it also has very few standout songs which counteract the general staleness that plagued the music scene during the era. The Late '80s in general were a low point for music, however at least 1987 and 1989 had quite a number of significant album/single releases. In the case of 1988, I like R.E.M's Green, and I also quite enjoy "Handle With Care", "Better Be Home Soon" and "Bring Me Some Water", however I can't say that I genuinely like anything else. I would say mid to late 1988 definitely had a lot of stand out songs. Acid House explosion definitely had an impact on pop culture with also number of singles that year and in starting to shift the sound away from mid 80s generic synth rock music. Also alternative rock got really big in 1988, compared to 86 and 87 and seemed quite popular with underground college and alternative bands signing to majors. Sonic Youth, Soul Asylum and Jane's Addiction all going on MTV and getting big and the Pixies were getting really popular despite not being fully mainstream. Hip Hop officially moved away from that mid 80s lingering influence with Public Enemy, NWA, Ice-T, EPMD all having big hits and cementing the new wave of hip hop that year. Metallica, Megadeth, Anthrax and Slayer were relatively popular with music videos on MTV this year compared to earlier, when thrash videos were much less.

Music got worse towards the end of 1980 with the advent of the New Romantic crap. 1980 still had some decent post-punk, oi!, new wave british heavy metal and very early UK and US hardcore punk. Not that horrible. Some of the popular new wave music from that year is probably better than a lot of 2000s/2010s top 40 music.
