For my country (Malaysia), the school year cutoff date would be in January 1 so for my case someone born in January 2,1999~January 1,2000 would in the same grade with me
(Basically people born in the same year will be in the same grade and I think that's better than September~August cutoff) (sorry for my bad English)

I'm not sure if it varies from state to state, but here in New South Wales at least, June 1 is the cut-off. Some people start school in the year they turn 5, while others start the year later. As a result, my year group basically had people born from about November 1998 (the people born in '98 repeated though) to May 2000. The bulk of the people in my grade were born in Late 1999.

In Victoria, it is April 30. Most people in my year level were born from Mid 2001-March 2002. There was one exception. A kid born in June 2002 came into our year level as he already completed the same corresponding year level of his education in New Zealand.

Most schools in NZ have their cut-off date around April/May, but ultimately the parents can decide when to send their kids to school. So pretty much everyone in my year was born about Early 1999-May 2000. (There were a couple people born 97/98 but they were international students).

I think over here in New Jersey the cutoff is August 31st, so for example the HS C/O 2020 would've been born mostly between September 1st, 2001 - August 31st, 2002

The cutoffs here are a bit blurry. As rainbow mentioned, its usually September through August. Class of 2019 generally would be those born from September of 2000 to August of 2001, however I have friends in my graduating class who were born in June of 2000 and September of 2001. The cutoffs here aren't very strict.
