E-boys and E-girls

This aesthetic appears to have been gaining traction on sites such as Tik Tok and Vine over the past few months. I'm completely out of the loop with this; I only learnt about it just a few days ago and I have yet to actually see anyone dress up in this sort of style. I thought it would be interesting if we had a topic solely dedicated to discussing this new trend. Who is the target audience for this? Is it people in their mid-late teens or are people in their twenties taking part in this as well? Have e-boys and e-girls become a thing at high schools?
