The 1980s/early 1990s but even then, you had some connections to today. 1980s is way too late. 80s nostalgia is still strong, and we had video games and PCs back then. Even the 70s is a stretch IMO. You could argue that we had cars and television in the 1950s and technically we had computers by then. Overall, the 1980s are a mostly analogue decade still, where most people didn't own a computer, have a cell phone, use the internet, the Cold War was still ongoing, before modern political correctness... Also, if you were to time travel, I feel like the early 1990s would be the last era that would seem different very quickly than having to take like an hour to notice (to someone who isn't very attentive).

The only way you could truly tell it was 1999 would be from the technology.

The picture quality in itself is a clear tell. I wouldn't call 1999 "antique". Photographs from 1999 I would say generally look merely dated rather than downright antique. Keep in mind that color photography didn't become widely available until the 70s. To me, antique means black-and-white or sepia.

And some photos (taken on film), can look very clear if developed well and looked after.

Btw, I'm not saying that nothing has changed since 1999 (the technolgy especially has changed leaps and bounds). But, it would take me a while to notice I was in 1999 if I had randomly time traveled there. I wouldn't instantly notice unlike say... 1978.
