It's from Sonic Jam the Saturn Game, Sonic's new Sonic Adventure design was debuted in 1997 the only difference is his eyes were black instead of green, When Dreamcast came out they colored the promo work Green.
Sonic R for Saturn which came out in 97 had this style as well in some ads

Sonic was already in his Adventure/Advance look way before Dreamcast came out, June 1997 issue The game spike out released in 1998 for Sega Arcades before Dreamcast has some 1997 debuted looks ( game was developed in late 96/97)

Yuji Naka actually asked for his name to be removed from the game.

Well I personally very much enjoy it It's like a mishmash of 90s European pop and EDM trends in one soundtrack.

It's simply not true by saying there was nothing y2k looking in buildings or design in 1997, tons of places is NYC were already looking futuristic like the NIKE town building I posted. 1998 is not the first year of y2k. Commercials and advertisements were already looking futuristic. Music video aesthetics were already looking shiny and futuristic as well. The y2k era is just one of those things you had to live in from start to finish.
I saw someone say 99 to 2000 is y2k era, The y2k era is not 2 years... lol If you were on the east coast during 97 you saw it got hit by the y2k wave first. Here are a few RAP/hip hop 1997 music videos in heavy rotation that were y2k. Yes y2k was already taking over RAP by 1997. I would say hip hop music videos got hit first with y2k visuals before pop did, Bad Boy's Shiny Suit influence is a big factor. Getting Jiggy wit it's music video released in late late 97. Either people are ignoring the evidence or were not even alive during 1997.
Another 1997 magazine ad, it was not like 95 or 96 where it was like u have a Bjork album have y2k visuals or something small, like y2k vibes were taking over culture. By Fall 97 we were in a new pop culture era, even the y2k bug was declared by Newsweek in Summer 1997 !

By Fall 97 we were in a new pop culture era, even the y2k bug was declared by Newsweek in Summer 1997 ! The first two videos are classic late 90s with some overlaps or Y2K elements. Alot of that fashion and sound would have been dated by late 1998-2000. The last ad is leaning more to the less precise CGI imagery of mid-late 90s. You could say there were Y2K elements from mid 1994-96, then a lot more from late 96- early 1998. But I can't personally say those were Y2K years. It was moving towards it then closer you are to 1998. At the time we could feel it moving but there wasn't a sense of it and shift until mid to late 1998. That's my take.

The late 90s year 1997 is apart of the y2k era (1997 - mid 2001), The video is y2k period. Any video that is futurstic that came out in 97 and has the element of a y2k video (fish eye lens, shiny backgrounds, futuristic atmosphere) is a y2k video, Now you are cherry picking. The y2k era is an era that started in the late 90s year of 1997 and ended in mid 2001 a year in the early 2000s. The y2k era is not 2 years or not 1 year. It is 1997 1998 1999 2000 and a few months of 2001. In these years I provided Teen Pop took off and futuristic fonts, advertisements and music took over. There may have been y2k style things like BJORK post in 1995 and what not but the y2k style in fonts, commercials, videos all came together in 1997 and became a consistent thing. Newsweek Magazine even said in JUNE 1997 the y2k bug was a thing. So even the name of the era was formed in 1997. TRL the show that had GREAT success in launching teen pop debuted in 1997 as MTV LIVE, TRL is widely viewed at as a y2k type show.
