Let's use more challenging songs because Lollipop seemed obvious to tell when you're listening to it. Are the songs Womanizer and Boom Boom Pow sound more 2000s or early 2010s? The problem is a lot of songs from late 2008/early 2009 have songs that are tough to pinpoint which decade they sound more in common with. Circus does sound 2000s but I'm not so sure of Womanizer. Same thing with BBP. I would say both lean early 2010s than the core 2000s since they are both electropop songs.

I think both sound pretty late 2000s, Womanizer kind of reminds me of some of the pop songs from around 2006 or 2007 with the vocals but it also has some early 2010s elements too. I dunno. Boom Boom Pow also feels late 2000s too, especially with the "i'm so 3008, you're so 2000 and late" line, you can tell it came out in 2008 (well 2009, but it was probably recorded in 2008)

I have always associated everything from Lady Gaga’s Just Dance onward as being the beginning of the 2010s, so my answer is early ‘10s.

Man, for electropop, "Womanizer" sure is extremely basic. Just a simple beat line and a siren sound effect (whatever that is) bellow. No busy synth work unlike most electropop that came after, hmmm... Especially compared to her much more forward thinking Blackout material released only a year before, this seemed like a step back. Even her Bobby Brown cover from 2004 sounds closer to what the dirty early 2010s electropop sound entailed compared to "Womanizer".
"Boom Boom Pow" is even more unrelated to anything from the early 2010s. It has autotune and a bunch of fancy electronic effects I guess, but it's too spaced out and minimal to be anything from that era. It's a dance track that's a bit of a throwback to the 80s electro sound and that's it:

Womanizer without a doubt sounds 2000s. Boom Boom Pow on the other hand sounds a bit more 2010sish but, is still mostly 2000s.

“Womanizer” felt fairly sleek at the time it was released. However, I’m not really sure it was a prediction for the early 2010’s sound. It doesn’t quite have the playfulness of the era’s pop, nor the intensity of the dance music. For me it ends up leaning 2000’s by default.
“Boom Boom Pow” thematically fits more into the early 2010’s for me. It’s that chant-y party type song, similar in spirit to “Dynamite” and “Sexy and I Know It”, that marked the era.

They're both late 2000s. "Boom Boom Pow" doesn't have that fleshy EDM sound to it, it's just minimalist like a lot of late 2000s music was, even in 2007. It's not that different from "Fergalicious".
I can't think of many big pop songs from the 2010s that "Womanizer" resembles, but there are plenty of European pop songs from the 2000s it's pretty close to. It's from 2008 anyway, so it's definitely a 2000s song.
