1998 had a weird mixture between the core 90s and Y2K era (same could apply for the first few months of 1999).

1998 had a weird mixture between the core 90s and Y2K era (same could apply for the first few months of 1999). I liked 1999 more then 1998 because it had more of a baseline it was not on shaky ground I associate late 96 - 98 as the WTF are we doing era grunge is gone YIKES, not even talking about the y2k elements that came in during that time but just the world and culture as a whole was confused on what to do next culture wise. I remember magazines hyping up Oasis in the states as the next Beatles LMAOOOO and yeah look how that turned out over here. 1998 was just strange to live in

With songs such as "Zoot Suit Riot". Overall, that might of been the weirdest trend to of peaked and only be popular in 1998 lol.

1991 by far, caught in the transition of the fall of the USSR putting a final nail on the cold war's coffin, and the release of the internet. Many call that year "the end of the short 20th century" for a reason.
Music and fashion were pretty directionless in a "we're trying to find the next big thing but we're not sure what yet" way that year too, giving it even more of a transitional feel.

If we're talking about weird in terms of the culture itself, 90-92 easily take the cake. To be honest, the strangest parts of decades are usually during the begging of them.
