I can’t see it coming out in 2008. IMO it sounds more early 2010’s, specifically 2010 and 2011.

I'd say Late 2000s because it takes cues from Disney Channel. Ciara's Get Up sounds a tiny bit similar to this

Considering it was recorded in 2009, it sounds like a mix between late 2000s and early 2010s.

Late 2000s since I can see artists like Jay Sean releasing it. His collab with Sean Kingston is in comparison a lot more "early '10s" sounding

Late 00s. That type of RnB is kind of rare in the early 10s.
