IMO i'd say 2019 by leaps and bounds. 2010 still had a crapton of 00s holdovers. Technologically, smartphones weren't even the norm back then, Windows XP was still the standard OS(although 7 started rolling in fast in the late part of the year), Internet Explorer was used more than Google Chrome. HD was still somewhat of a novelty and was hard to find on youtube. Streaming was far from taking off. The only mainstream social media was facebook and twitter. Web design in general was much rougher and almost retro looking in comparison to the sleek,flat design of the 10s.
This was firmly in the electropop era but you still had a bit of 00sish music left like "Whaddaya want from me" and "Carry out". Electropop wasn't as EDM influenced as later years. Ballads were rare or non existant. 2019 music was all soundcloud rap and despite some new names like Lil Nas X and Billie Eilish making their debuts, you still had many iconic 10s artists charting that year.
Politically, this is debateable since the mid 10s was a transition from liberalism to conservatism. I'd say it leans a bit closer to 2010 since trump didn't start his first term until 2017.
Economically the zeitgeist leans much closer to 2019.

2019 definitely. Everything that would define the 2010s had happened by 2019 of course, so it only makes sense that 2019 would be closer to the zeitgeist. Both years are very 2010s but there’s more 2000s holdovers in 2010 than there are 2020s previews in 2019. 2019 is a basic late 10s year that still feels like it has ties to the mid 10s, while 2010 could really only pass as an early 10s year. I think almost all “9” years are are closer to the zeitgeist of their decade than the “0” years. 2009 will always be more 2000s than 2000, 1999 will always be more 90s than 1990, etc.

Going with 2019 as well. 2010 leaned more into 2010s territory, but 2000s things such as sliders and Blackberries were still pretty popular by then.
