The pattern I’ve noticed sometimes on this board and on other online forums is when talking about pop culture, people claim that 2000 through 2001 or 2002, 2010 through 2011 or 2012 were extensions of the late 1990s and late 2000s respectively, which I disagree with. Then they go onto say that 2002 or 2003 and 2012 or 2013 were the first full years to lean 2000s and 2010s, respectively. Imo of course they are a part of their respective decades culturally, but not necessarily the first years to lean towards their respective decades.
I wouldn’t call 2000 a late 1990s year culturally. 2000 was apart of the Y2K era. 2001 leaned early 2000s. 2002 peaked the early 2000s. 2003 was the start of the core 2000s and the transition from early to mid 2000s culture, while still leaning early 2000s.
2010 and 2011 are not late 2000s years numerically and culturally. By late 2009, pop culture already leaned early 2010s. 2011 peaked the early 2010s. Sometime in 2011 was the start of the core 2010s. Late 2012 began the transition from early to mid 2010s pop culturally. 2013 already leaned mid 2010s.
Do you agree with the claim that years ending in 2 or 3 are the first years to lean towards their respective decades?

I’d disagree to an extent. 2011 already felt pretty much 2010’s to me. It may have not been the core 2010’s yet, but it still fits within the 2010’s decade.

Many people focus on the leftovers of the previous decade instead of the new trends of the early decade years.

I agree. Years that end in 2 or 3, are usually past the new decade culturally forming, and either provide hints or serious core or mid culture almost in every decade from 1980s to the 2010s, except this one. I can't speak for the 1920s to 1960s.
80s to 10s, decade identity mostly seems to be solidified in years ending in 10 and 11 with some exception of 9, although it is usually never all the way in 9.
1970s identity seemed to solidify across 1971-1972, even before 73-75, 1970-1971 feels like an extension of the late 1960s. 1981 - Mid to late 1981 was officially 80s even if there were some 70s holdovers, and out of the 70/80s transition which started in late 1978 to early 1981. 1991 - Late 1990 into 91 was more officially 90s and a less 80s version of 89-90 which was already leaning 90s. Spring 91 and fall 91 just added some minor 90s identity tweaks, expansions and extras. Anything new in 1992 and 1993 was incoming mid 90s and core culture. 2001 - The late Y2K era was leaning early 2000s even if it wasn't exactly there, most of summer 2001 was firmly early 2000s. 2011 - 2010s were 2010s by late 2009, mostly 2010s by latter 2010, and almost entirely 2010s by mid 2011.
2's and 3's:
1972 - The first full year separated from the 1960s 1973 - Core 70s culture forms this year 1982 - Hints of core and mid 1980s culture but firmly early 80s 1983 - Core and mid culture transitioning in second half 1992 - First half a continuation of 1991. Latter half of 92 had tons of core and incoming mid culture mixing in with pure early 90s culture established in 88-91 1993 - First half is identical to late 92, second half has much more polished mid 90s culture sticking out and is officially transitioning to mid but still leaning early 90s. 2002 - Few mid and core signs but not that much 2003 - Core culture in full swing by mid 2003, mid elements gradually building up but still early 2000s 2012 - Tweaks and add ons of core culture (established in 2011) 2013 - Early and mid 2010s existed in the same year

Most decades come into their own right around the "2" year, and the first signs of the next decade start to form around the "8" year.

Most decades come into their own right around the "2" year, and the first signs of the next decade start to form around the "8" year. Usually the 7 year gives you the first taste of an upcoming decade’s culture IMO. As for the start, it definitely varies IMO.
