well shifts normally align with chronological cutoffs anyway. "3", "6" and "9" years are normally transitional. Not always. For example, 2001, 2004, 2011, 2020. 2001 was a gradual one that started happening around Spring 2001 and was done a week before 9/11 so that was is kind of muddy
