The 90s examples are more Y2K than something that represents spirit of the decade in general. I would suggest these: I tried Googling the description of 1990s R’n’B. All I could find was about New Jack Swing in the early 1990s, east coast hip hop and soul influences from the 1970s. google is weird, r&b was a solid genre all throughout the 90s.

google is weird, r&b was a solid genre all throughout the 90s. I figured. 1990s r’n’b includes diverse sounds, different sub-genres almost that I found it hard to put in a box. I feel like lots of R&B entered sellout phases in different parts of the Y2K era/2000s much like hip hop and some rock and some bubblegum pop. Usher imo made better music when he was starting out in the 90s compared to his Y2K/2000s material imo. This 90s stuff is high quality r&b, the last song is more hip hop. I can say the same with Aaliyah. There earlier material is much higher quality than their later releases. Usher's mid 90s Hits: Aaliyah's mid 90s hits before going late 90s/Y2K in late 96:

Usher was an extremely forgettable R&B artist until he founds his footing with his Confessions album. Even 8701 wasn't a great album at all.

90s R&B is (on average) sappy, dream-like and sounds kinda airy and slower than 00s R&B
00s R&B is (on average) more eletronic, dance-oriented, upbeat, faster and less homogeneous than 90s R&B

Usher's mid 90s Hits: Aaliyah's mid 90s hits before going late 90s/Y2K in late 96: Could R&B entering the sellout phase in the Y2K era be because of the pop or teen pop of that time? I love Aaliyah's music, especially the last song you posted. Yeah it definitely sounded more more dumbed down than usual in the late 90s and Y2K era a bit more than later, but it wasn't thaat different or better later on. Its somehow became ok to make it all about the money, half ass hits, or be in your face commercialized a bit more than usual which was reflected in genres like teen pop, electronica and nu metal but also r&b. It wasn't that different earlier in the 80s and other eras too with certain music but there was more redeeming music in earlier periods. The r&b hits sound better crafted in 1989-1995 and some of 96, also you had a lot of people crossing hip hop and new jack with r&B which was diverse like this right here: Unique like this: Destiny Child hits like this represent that cookie cutter generic r&b sound from that time that was overplayed on the radio with the genres above. I think r&b and techno were severely overplayed more than ever in 1998-2000, I remember this type of r&b was 70 percent of all music on the radio at one point in the era:

90s R&B: In the early 90s, New Jack Swing drums were all over the place. In the mid 90s, it was more funky, smooth and airy. In the late 90s, drums got all shuffled and syncopated.
00s R&B: In the 00s, it was bouncy, funky, and upbeat. In the mid 00s, it was southern influenced, and dancey. In the late 00s, electro was a major influence and super upbeat.
In conclusion, 90s was more organic and smooth while 00s was digital and upbeat.
