Lots of us like to talk about how similar these decades are, but how similar are they really? Here a list of a few things I can think of that were predominantly popular in these two decades more than any other decade:
Cable TV
Intel-based desktop PCs
Alternative rock
Gangsta rap and gangsta-based imagery
Handheld gaming
Blockbuster
Optical media

-the internet rising in popularity in both decades before becoming heavily ingrained in our society like in the 2010s, but still existing unlike in the 1980s -both are part of the transition of the 20th century to the 21st century (or from the analog age to the digital age), which is said to be 1991-2008, so pretty much the 90s and 00s -similar politics (both a mix it liberal and conservative) -casual fashion very similar in both decades -both decades share a lot of the same tv shows or music artists (a lot of decades do but still) -both have a “normal” or “regular” feel or vibe to them -music from both decades (mainly the second half of the 90s and first half of the 00s) didn’t sound too foreign from each other, although there were differences
the 90s and 00s are different in a lot of cultural ways, but they are more similar to each other than the 80s are to the 90s or the 00s are to the 10s. Just like how the last year of a decade is similar to the first year of the next, the last decade of the 20th century is quite similar to the first decade of the 21st century

Not so much the music itself (because IMO 90s and 00s music are like the complete opposites of eachother), but the charts of both decades were very diverse in genres. You had pop, rock, R&B, hip hop, alternative and electronica popular at any time, so there was a little bit of everything for everyone at any time. Wrote this little thingie back in 2020 back when I was frustrated with the music of that year communicating that sentiment well: ^2007 was a pretty unique year on its own. Probably an unpopular opinion, but despite all the technological advances the world and culture of 2007 still feels closer and more connected to 1994 than to 2020 in so many ways. The distinctive and diverse music of 2007 for instance definitely does compared to the sludgy music of 2020. That's why I hate this year so much more vehemently than last year. In 2019, it really felt like we were heading towards charts with more diversity and I really embraced the positive evolution, only for this year to undo that completely.

I also feel the 90s and 00s were more politically stable compared to most other decades. 90s more so, but the 00s were more stable than the 10s. You could make a case for the 80s but that decade had lots of Cold War tension. I just feel outside things like Y2K, there wasn’t this whole “end of the world” paranoia like there was back then, or what we’d later see today with things like COVID, Ukraine, and climate change.

Here's another similarity between the two: direct-to-video releases These first started existing in the late 80s I believe but REALLY blew up in the 90s, and continuing into the 2000s. Disney was by far the most infamous perpetrator, with their infamously cheap direct-to-video sequels, but there were tons of other examples.

90s = Y2K
00s = 2012 phenomenon
