To better phrase it, what are the years of a certain decade you find have more in common with the previous decade, and which have more in common with the next one? Here are my answers:
50s-like 60s: 1960-1965
70s-like 60s: 1966-1969
60s-like 70s: 1970-1974
80s-like 70s: 1975-1979
70s-like 80s: 1980-1984
90s-like 80s: 1985-1989
80s-like 90s: 1990-1994
00s-like 90s: 1995-1999
90s-like 2000s: 2000-2004
10s-like 2000s: 2005-2009

In the future, I get the impression the 2010s will be split most likely in 2016, with 2010-2015 being the 2000s-like 2010s, and 2016-2019 being the 2020s-
like 2010s.

I find it very difficult to call the core part of a decade resembling the next (like calling 1966 "70s-like"). Usually the core culture of the next decade only start to develop in the final years of the decade and the first ones of the next. Meanwhile the previous decade bleeds more much easily, since it takes way more time for the elements to go away naturally.

Well personally, I think 1995 the 90s was already resembling the 2000s more because of things like Windows 95, Toy Story, the PlayStation, decline of Sega, and rising popularity of the internet, all of which would become impactful and important to the 2000s in one form or the other.
1994, I find, is the year that least resembles either the 80s or 2000s. Pretty much all the culture and technology of that year feels distinctly 90s. Commodore shut down, people finally stopped playing NES, movies and music largely stopped being cheesy and became gritty. It's because of that one could argue 1994 is the quintessential 90s year.
