-13°C isn’t too cold. Not for me, anyway -13 would be considered “mild” conditions over there I’d imagine though. It still wouldn’t discourage me travelling there one day though as we can have bitterly cold weather here at times, albeit not as extreme like guys experience (suffer). eldoradoweather.com/canada/climate2/Richmond%20Hill.html
