I ask this because some people consider 2008 (especially late 2008) as the start of 2010's culture, but some still consider it mostly 2000's still.
IMO in some ways, I would say it was more like 2006. People were still using flip phones in 2008 and the iPad didn't come out until 2010, which is about everywhere nowadays. George W. Bush was still president, the fashion was still kind of similar, guys still wore their hair long and emo was past its peak but still had relevance.
Music-wise, it's kind of a mixture of both IMO. Some songs sound like they would fit in better with 2010 than 2006, such as "I kissed a girl" by Katy Perry and "Live your life" by T.I ft Rihanna and "Hot N Cold" by Katy Perry. But there are also some songs that sound like they would fit in more with 2006 such as "Touch my body" by Mariah Carey, "Pocket full of sunshine" by Natasha Bedingfield, and "So what" by Pink.

I think 2006 because music changed so much in 2009 and you already had Wikipedia, YouTube, and social media back in 2006. Plus, MySpace went from still quite popular in 2008 to basically dead in 2010, HD became standard by 2010 when most videos were still 4:3 SD in 2008, Bush '43 was President of the United States in 2008, the Labour Party was still in control of Parliament for all of 2008, and iPhones were actually a common possession in 2010, unlike 2008.

Definitely 2006, in my opinion. It was still very much a 2000s year. As #Infinity pointed out, the technology of 2008 was generally already available in 2006 (with the exception on the iPhone).

It's quite close to both I think, but maybe just a little closer to 2006
The first 3/4 was easily more like 2006, however things would start changing in the last few months, especially with all the electropop and the recession really kicking in at this time.

2008 is a split year
It felt like an extension of 2006 (not 2007) until around october of that year and thats when things felt more 2010s
