Musically the decade is very late 2000s
2009 as a year is like what 1999 is to the 90s, overall very 90s with incoming 2000s culture. 2009 is like the last year where post grunge and scene bands seem to have any relevance in the mainstream eye and topping the billboard before disappearing entirety farther from view in the 2010s.
Things from 2009 that lean more 2010s
1). Transition to power for Obama
2). Artists like Katy Perry, Lady Gaga, Drake and Justin Bieber start topping charts
3). The IPhone starts becoming a bit more mainstream

I can understand people saying 2009 was more like the 2010s for many reasons but overall, it was more of an 00s year. It was more 00s culturally, 50/50 politically, and more 10s economically. It's in the transition of the 00s/10s (along with 2010-2012, give or take late 2008). I would say the ultimate 00s/10s threshold was probably sometime in 2011.

Reasons why 2009 felt like early 2010s - Major points
- Lady Gaga,Justin Bieber,Katy Perry all topping the charts like they did for the remainder of the early 2010s - Artists that did R&B now switching to all electrosound to hop on the trend - Final weeks of KB toys and Circuit City ( remainder of the year had many empty storefronts) - 3D movies and 3D tvs get popular ( Avatar etc) - Hipster takes over New York at 52% penetration and major re gentrification is apparent in Williamsburg with horrible coffee shops - Scene dies out Fall 2009 ( yes I know it was still around in the months leading up to it but it died that fall in the major states in the US, Wikipedia is not accurate I worked at E! in 2009 ) - Tons of classic 2000s tv shows that ended in 2007 or 2008 are gone in 2009 leaving an empty void feeling in televison - Toon Disney ends and becomes Disney XD - Modern Family debuts on TV - Community debuts on TV - Obama takes over the White House - Parks and Recreation debuts on TV - Glee debuts on TV - Archer debuts on TV - It's on with Alexa Chung debuts on TV ( billed by MTV as the replacement for TRL) -NCI LA debuts on TV - The Middle debuts on TV - Twitter explodes in popularity ( watch the news coverage of MJ's death on youtube and look @ all the mentions of twitter) - Southland debuts on TV - Jersey Shore debuts on TV ( becomes a phenomenon until 2012) - Playstation 3 Slim ( and PS3 finally becomes popular) -Regular Show debuts TV ( becomes a hit for CN) - Nick REBRANDS their entire network with a new logo - Tosh 2.0 debuts on TV - Jimmy Fallon becomes the host of late night - Shark tanks debuts on TV - Teen mom debuts on TV - Four loko blows up ( a 2010 trend)
Final thoughts -
2009 did have a late 2000s feeling but as the months went on the "dna" of the 2000s was so watered down to the point of being at 20% tbh. Too many shows that are synonymous with the 2010s as well as artists were ruling the charts to the point where it had a heavy 2010s feeling.
