That girl with the bucket hat, her outfit looks very 90s lol, same with the guy wearing the yellow flannel sweater. The rest of the fashion, looks, uhh... simple haha

Summer 97 is yes the last time I remember seeing anyone wearing classic 90s flannel in the 90s, Keep in mind many music videos released or movies released in 98 were filmed in 97

This is around the time my memories get better since I do remember people dressing like that, although it carried onto 1998/1999 (less so 2000). This is around the time crop tops (for women) reached their peak around 1998. It seems they gradually declined in popularity as the 2000s went on.
