Early 2000s, easily. Granted, the early 2000s are the earliest period I remember, and my memories of that era are going to be more rosy than my memories for the early 2010s because it was a more innocent time for me, as I'll always cherish the memories of the music, the edutainment PC games, as well as movies such as Monster's Inc, Shrek, and Lilo & Stitch, which I loved as a kid. But even beyond nostalgia, the early 2000s were a much better time frame for every entertainment medium. Friends was still going strong, That '70s Show arguably hit its peak, South Park got a lot better, a lot of new movie series such as Shrek, Fast & The Furious, Oceans, Harry Potter, and Lord of the Rings were starting out, it was a great period for gaming as it marked the 6th gaming generation coming into full swing and new game series such as The Sims, SSX, Halo, 3D GTA, Jak & Daxter, Metroid Prime, Ratchet & Clank, and Sly Cooper coming out, it was the tail end of the Avs-Wings rivalry in the NHL, the beginning of the Kobe dynasty in the NBA, the beginning of the Brady dynasty in the NFL, and the music industry was leaving the cheesy Y2K teen pop fads and going into a more sophisticated, more subdued, and more lyrical style, with Mall Pop (Avril Lavigne, Michelle Branch, Vanessa Carlton, Jimmy Eat World, Simple Plan, Yellowcard) becoming popular.
The early 2010s, on the other hand, was just an okay time for TV shows, a mediocre time for sports, a rather bad time for gaming because of COD hogging the market at the time, and an awful time for music. It was a good time for movies, sure, but it wasn't an exceptional time for movies.

I agree with everything you said, I was a teen in the early 2000s so my memories of it are CRYSTAL clear, and obv I have memories of the early 2010s, so this is someone who has VIVID memories of both eras and I can honestly say the 2010s don't even compare to 25% of what the magic of the early 2000s was. It really was a special era. Everything then felt BIGGER and larger then life, if it was a music video premiering on mtv and mtv 2 or the newest episode of Malcolm in the Middle dropped (and everyone at school was copying their games) Remember that punch buggy game at school with the ok sign (that came from Malcolm in the Middle) everything just felt BIGGER, and like the movies you described The First Fast and Furious and who could forget everyone trying drag race DIRECTLY after that movie dropped, or People trying to go to skate parks after tony Hawk 2 dropped, like everything felt BIGGER BETTER just the atmosphere was at a high level. Everything Video Games/ Music/ Movies were at a SUPER high quality. I will give it to the early 2010s for movies they had tons of hits, but the hits of the early 2000s movies felt BIGGER, Spider-man 1 and 2, Xmen 1 and 2, The first Lord of the Rings, the first Harry Potter, like these felt like LIFE changing events. You know the word MILF ? That came from American Pie 2, they coined the phrase Milf. Its stuff like that like movies from that time CHANGED culture it had a huge impact. I don't see any movie from the 2010s where people are quoting things from, maybe the Thanos snap that is about it. Dude GTA Vice City when that game dropped it was like a national holiday in New Jersey I am dead serious. Like everything was bigger.

I'm actually going for the early 2010s. I like a lot of the pop culture from the early 2000s but, they were such a tragic time, so much crap was going on in such a consistent basis, like first there was the election controversy, Bush, 9/11, Anthrax attacks, war on terrorism, Iraq War, the overtly conservative society, the obsession with being into anything mature (maybe with the exception of shows and movies). I remember if you were into Pokémon, bubblegum pop, had a Nintendo Gamecube, listened to electronic music and so on, you would be picked on and sometimes labeled as 'gay'. 2001 - 2003 is just a period I don't really miss.
Now if this was the late 1990s vs the early 2010s, I would probably pick the late 1990s.

Looking at the early 2000s, it was a diverse time for music. You had genres like nu metal, pop punk, post-grunge, contemporary R&B pop, Latin pop, bling/gangsta rap, garage rock, and crunk music. Video game culture was also big. Groundbreaking games like GTA III, Vice City, Halo, and Metroid Prime came out and the PS2, Gamecube, Xbox, and GC systems were obviously popular as well. I also liked shows from Disney, Cartoon Network and Nickelodeon like Invader Zim, SpongeBob seasons 2-3, Danny Phantom, That's So Raven, Even Stevens, Lizzie McGuire, Samurai Jack, and Kim Possible.
In the early 2010s, we had electropop, hipster-indie music like Gotye or Fun., and electro-rap/R&B and early trap with Drake, Lil Wayne, Wale, Rick Ross and Wiz Khalifa. Silly Bandz and Angry Birds were huge. Hipster fashion was everywhere. I love Adventure Time, Gravity Falls, and Regular Show, all of which came out this time.
So, in terms of current events, I'd prefer the early 2010s for being relatively peaceful.
But for pop culture, I happen to like the early 2000s more.

Although, between the late 1990s and early 2010s, I would still go with the latter, but the late 1990s would come a lot closer to winning than the early 2000s.
