Even though R.E.M. in general were a pioneering band for the 90s alternative scene, I think this song in particular has such a late 90s sound to it. I can definitely see it fit in flush with all the silly rock acts of back-then like the Barenaked Ladies and Smash Mouth.
Oddly enough they wrote this as a 60s throwback song, but it ended up being one of the most progressive rock hits of the late 80s instead.

I’ve seen people describe these songs as Proto-rap songs? Well I did. It's totally a proto-hip hop song. The rhythmic vocal style and demeanor is extremely close to later rapping, and the steady funk beats are very reminiscent of hip hop productions too. I won't say it belongs in a later era per se, it's closer to older R&B instrumentations than even the late 70s rap songs were, but it did definitely accidentally predict a whole entire genre.

Personally I see this more fitting in year like 1993 or around that time in the mid 90s, compared to their other jangly mid to late 80s tracks, when you had quite a lot of more radio friendly light and pop alt rock that sounds a bit closer to this that from then with a bit of a more organic and early 90s sound than in a year like 1998. To me 1998 reminds of third eye blind and matchbox 20. Even smash and bare still seem a bit different, from the sound of the earlier wave. But I get what you mean in a way.
