Nothing much to say here other than what are some commercials or Public Service Announcements that creeped you out when you were younger? Especially PSAs that were made even creepier because they ran at late night/early morning hours in between Infomercials or Seinfeld Reruns.
I’ll start with this one because there are many Reddit threads and even a thread on the Lost Media Wiki on the whereabouts of this commercial.
For some reasons Carb Solutions diet bars thought it was a good idea to advertise their product by scaring the pants off some people. (Including me the first time I saw it in early 2001) As seen at the beginning of this commercial break from March 9th 2001.

A flu shot commercial that used 2 air in 2006 had creepy, slow piano music. It used 2 scare my 4 year old sister @ the time lol. Sorry I can’t find the link. Interesting. I don’t seem to remember that one. But if you want to talk about commercials that were creepy on background music alone, this Bristol Meyers Squibb commercial did that to me in late 1996 or early 1997.

This commercial aired in late 2001 into Summer 2002, it was a smoking ad shot in black and white and a woman was taking off her eye lashes and wig and teeth

Not really scary but just a PSA I remember from about 2002 or 2003. That “you little shit!” expression the grandma gives the camera is priceless!
Now from early 2003. (I believe this was produced locally in my area)
Not a pleasant thing to see really early in the mornings while folding papers for your paper route and still having to deliver those papers while it’s still dark outside.
