No. You can’t go back in time. I think what he's asking is if the Early 2020s have something of a Early 2000s energy. I kind of think it is actually starting to become a weird mix of an Early 2000s-ish and Late 2010s energy. Here's why: - It was kickstarted by a major, terrible event. In this case, a worldwide pandemic two months later, kind of echoing the 9/11 attacks which happened a year and 9 months after the turn of that decade. A lot more than 2 months, but still VERY early in a decade. Music wise: - East Coast Drill music is currently undergoing a surge of popularity in Hip Hop. This in itself mirrors that East Coast gangster rap domination that 50 Cent, Ja Rule, etc. had in the Early 2000s. (Pop Smoke has since passed away, but his style and energy were clearly influenced by 50 Cent and that carried into the artists that followed the wave he started.) Drill is obviously a genre that started in Chicago in the Early 2010s, with artists like Lil Durk, King Von (RIP), Polo G, etc. being some Chicago drillers that are currently popular. But, while New York drill is influenced by Chicago drill, it's more influenced by Early 2000s East Coast gangsta rap as well as London drill. - Rappers like DaBaby, Megan The Stallion, etc. kind of mirror Early 2000s rappers like Ludacris, Nelly, and Busta Rhymes in DaBaby's case, and Missy Elliott, Da Brat, etc. in Megan Thee Stallion/Cardi B's case. - Late 2010s Soundcloud and emo rap is seemingly "evolving" into a new wave of Pop Punk. Look at "Mood" by 24kGoldn and iann dior for example. Other examples of Late 2010s rappers that jumped to a kind of Pop Punk style are Trippie Redd and Machine Gun Kelly. - Hyperpop seems to be influenced by very early 2000s Y2K era bubblegum pop with that high BPM, mixed with a Late 2010s Soundcloud/emo rap-style of singing.
Not saying these styles actually SOUND like the Early 2000s, but they are definitely influenced by it.

Maybe some early '00s styles are experiencing signs of a revival, but I wouldn't say the era itself is "back" as such.
