Was literally listening to this the other day, they played this in the early 90s as well, and I know this because
when I bought Sonic 2 in 1992 this song was playing in Service Merchandise lol

Probably leaning late 80s since it's still a freestyle song. It is repackaged 1986 song released in late 88. It’s sounds like something from 1987-1988 and sounds a bit dated for late 88-89. It’s not really freestyle. Song like couldn’t be released in the early 90s, even though it was played then, it sounds dated as hell, even for 89-90 standards. 1986 version :
