I can sense 2023 or 2024 being transitional years. The next solar eclipse happens in 2024 too. At the latest, the cultural early 2020s may last through Q1 2024. The transition to the cultural mid 2020s may be quick and go from Q2-Q3 2024, also when the core 2020s begins and the 2020s develops their identity. By Q4 2024, the cultural early 2020s will be over, late 2010s influences dead and the cultural mid 2020s will begin. The 2020s will have their identity cemented at that point. 2023 or 2024 are the earliest years which could be a different world from 2020 or 2021. Pretty much any year that has a 3 is transitional.

I can’t speak on 1993 or years ending on 3 before that because I wasn’t alive then. 2003 was transitional, yet still culturally early 2000s. 2003 was not a huge departure from 2001 or 2002 unlike late 2004 or 2005. I still think 2004 was the turning point in which the early 2000s transitioned to mid 2000s. 2013 was transitional, but already culturally mid 2010s. However 2013 wasn’t a huge departure from 2011 or 2012, maybe 2009 and 2010. It’s hard to say for 2013 because the early to mid 2010s transition was so gradual. Late 2014 felt more mid 2010s because the fashion, politics, gaming and music were more established by then. I don’t really think there’s a set formula. Just because years end in 3 or 8 doesn’t mean they will be transitional. 2023 could very well be a 2021 part 3 or 2022 part 2. There’s no way to know. People said 2018 would be transitional into early 2020s culture. 2018 was basically a part 2 of 2017 and peaked the late 2010s. 2018 wasn’t transitional. I’ll predict say that 2022 and 2023 will not be transitional and a continuation of 2021. I still hold that 2024 will be transitional and the year 2020s really establishes their identity with 2010s culture and influences fully dead. Yeah thats the thing, not every number year will be the same as the next similar number year

You could also say that about any year that has a 6.
