The 2008 - 2009 school year or the 2019 - 2020 school year?
The '08 - '09 shift is most definitely the biggest shift before 2020. But I will go ahead and say the '19 - '20 school year was the bigger shift. Because it literally changed everyone's day-to-day life. We've never seen a lockdown like what happened in spring of 2020. We've never seen everyone wearing masks everywhere since the Spanish Flu. We've never seen this many changes to policies around the world that violate our personal rights and freedoms. Society has completely changed, big pharma and the government has merged. The economy is on life support. Governments have been printing money like crazy all over the world. Many small businesses are forced to shut down as well due to the lockdowns. You've just never seen this much systematic change. This is more important than music sounding different since the change effects society has a whole.
Of course 2008 had huge changes in music, tech, the first black president, the recession, pop culture in general. But I would say 2020's shift was greater since it changed everyone's way of life. Society as we know it has changed as well and we are one step closer to a worldwide communist government.

Probably '19-'20 although in the UK we've had a de-shift year in 2021 where we now live like we do pre-pandemic without wearing masks or anything.

2019-2020 was not a pop culture shift year quite the opposite so I’m not counting it.

2019-2020 for sure, at least that's what I'd say. I was too young to remember 2009-2008 but of course old enough to remember 2019-2020.

I'd say the 2020 shift was even bigger than that of the 2008 shift. But it's close.
