What years would you say were built up as prop device purely and solely for the next year ? For example if this was a Marvel movie, it would be like Ant man being a prop device for Avengers End Game.
I will give you a few years that spring to mind.
1996 - It seemed like the whole year was a slow burn to finally get to the Spice girls taking off in Q1 1997 in the USA 2001 - You already know why 2006 - The whole year was really just building towards what 2007 was going to be ( most movie trailers in 2006 were hyping Transformers) 2018 - a nothing burger year that also seemed to be building towards 2019's new ness

Cool topic! Great picks! I guess a hype up of the following year. My Picks 1999 - Oh my god! We're gonna die! Computers will crash on January 1, 2000! The world will end! Y2K! Let's buy up all the toilet paper we need! Ahhhh! Hehehe! Hahaha! Party like it's 1999! 2003 - I think 2003 was about leaving 2002 behind and getting us to late 2004. 2009 - 2000s identity and culture was still visible, but 2009 was responsible for setting up the "pretend everything is ok when it is not," vacant vibe of the 2010s. 2015 - This set up 2016's madness, mainly with the election hysteria. My Hopes2021 or 2022 as a built up for 2022 or 2023 def 2003 and 2009 , not to say 2003 was uneventful because there were major things that happened, but it seemed like it was a prop device year to get us ready for late 2004. I remember in 2006 those Simpson movie and Transformer preview trailers kept playing before every damn movie in Summer 2006

2008-2009: Obama is elected in 2008 and inaugurated in 09. Recession becomes a global crisis in 08 and is finally concluded in 09(recovery begins). Electropop starts taking off in 08 but fully booms in 09. The 08-09 school year is a big shift and you can't really discuss it without mentioning both years.
2015-2016: This is equivalent to the finale episode of a TV show or season being split into two parts, each as long as an individual episode. 2015 and 2016 are both necessary parts of the mid-late 10s shift. 2015 is the year where we saw various things being set up(mainly from summer onwards) that was concluded the next year.
The left had exhibited in many ways it's dominance in western society(for better or worse, don't shoot the messenger). Everything was becoming politically correct, journalism was very left wing, diverse TV shows, society at the time felt more accepting than it had ever been before, gay marriage was legalized across the US, transgenders were starting to be accepted with Bruce Jenner coming out as trans, etc. However you had a foreshadowing of the dramatic pendulum swing political shift in 2016 with Trump announcing his run for president and announcing that he will build a wall. You also had the threat of ISIS and the refugee crisis which many westerners were worried about and saw trump as the solution with his crackdown on border control and terrorism. Then in 2016 the UK and US just instantly flipped the switch from progressivism to right wing populism with Brexit and Trump being elected and you had some right wing commentators like "Paul Joseph Watson"(can't stand the guy) taking off in this time and right wing viewpoints becoming mainstream. Youtube was much less politically correct that year with toxic youtubers such as Leafy and IDubbbz blowing up which could be seen as somewhat of a backlash to the politically correct atmosphere of yesteryear.
In various other ways 2015 is a set-up year. The music in the first half was pretty much the same as 2014 but you started seeing some late 10s style hits with Weird EDM, Trap and Tropical House in the second half. Then this became a lot more popularised in 2016. Windows 10 was released in 2015 but didn't become widespread until 2016(I remember when I started college that year, windows 10 was already installed on all the computers). Pokemon GO was revealed in 2015 but released and became a global phenomenon the following summer. 2015 was where you started to see dank memes in niche circles but they broke mainstream in 2016.

1988 was a prop for 1989 - Every late 80s, proto 90s shift in late 1988 was in full swing from start to end of 1989 1992 was a prop for 1993 - Everything that occurred in latter 1992 would be in full swing in all of 1993 1998 was a prop for 1999 - Mid to late 1998 was like a preview of what would be in full swing in 1999 2004 was a prop for 2005 - Latter 2004 built all of 2005 culture. 2008 was prop for 2009 - Everything new in 2008 would be in full swing in 2009 2012 was a prop for 2013 - The entire year was filled with core and mid 2010s things that would peak in 2013 2016 was a prop for 2017 - Everything would expand or stick out more 2018 was a prop for 2019 - Everything would expand or stick out more 2020 was a prop for 2021 - Everything would expand or stick out more
