How would you rank each era of the 21st century by how changeful the technology was in society? And I mean in society rather than just behind the scenes or things being on shelves but never touched until a later era.
I'd say Mid 00s > Early 00s > Late 00s > Early 10s > Late 10s > Mid 10s

Early 00s → mid 00s → late 00s → early 10s → mid 10s → late 10s

The 2000s were much more technologically changeful than the 2010s, we can all agree there lol.

2000s were changeful, I think the 90s had bigger changes, 2000s had more variety of specific changes (Mostly; ipods, Internet 2.0, social media, youtube, torrenting and Smartphones) built on earlier bigger changes, 2010s just had modifications of 2009 tech that were mostly set for the rest of decade by 2011-2013.
Biggest changes:
1989-1992: Cds are fully mainstream
1993-1996: PCs more common and affordable, Windows 95, Internet takes modern form.
1997: Internet is mostly globally mainstream, laptops are mainstream, 3d gaming takes over
Late 1998: Cellphones (Nokia, Motorola and Ericson) are compact, affordable and fully mainstream, cellphone shops become a thing.
1999: Email, filesharing/Mp3s/Mp3 players are fully mainstream
1999-2000: Dvds, cd burning and messenger are fully mainstream

And can the 10s even compare to the 80s when it comes to tech innovation?

I definitely agree with the 1980s being very changeful for gaming (especially in the arcades). We literally went from Asteroids & Galaxian to Hard Drivin' & Final Fight. Also, what do you mean by the 1980s being a bigger change but, not as drastic as the 90s & 00s? The 1980s are definitely VERY underrated in terms of change though.

In the sense that they weren't felt, like the changes in the 00s and 90s even though they were quite big. You could get away with being outdated in the 80s and certain tech wasn't as mandatory.

Most to least:
1. Mid-2000s (Cellphones are now fully widespread, internet gets a revamp and switches to the social media age, wifi is popularized, music consumption switches to digital sales, DVDs are now fully dominant)
2. Late 2000s (iPhone comes out, flatscreens overtake CRTs, HD format becomes dominant, social media become diversified)
3. Early 2010s (Smartphones become more dominant, tablets are now a prominent market, internet becomes fully social media-dominated, app services become huge)
4. Mid-2010s (Smartphones are fully widespread, keyboard phones die out, LED TVs become dominant, media consumption switches to streaming, Internet of things becomes dominant)
5. Early 2000s (Cellphones become more dominant, downloads and peer-to-peer become widespread, laptops are more affordable and very popular, DVDs start to fully replace VHS)
6. Early 2020s (So far... Virtual life like online school and remote work gets massively pushed and improved, foldable tech is popularized)
7. Late 2010s (Streaming is fully dominant, foldable tech comes out)
