Well it's obviously not 1970s since '70s culture didn't begin until 1974, so we can rule that one out right away. For the '90s, people will either say the '90s started late or started early (I lean towards later) but nobody says it started on time. So that leaves the '80s as the only logical choice. Both the 80s and 20s started ON TIME.

Both the 80s and 20s started ON TIME. Berlin Wall and The Simpsons premiere happened VERY close to the start of the 90s. Just ignore the fact both events technically happened in the 80s and realize they literally happened just a couple months before the 90s technically began. I think almost everyone would agree both events were instrumental to the start of 90s culture. Also 70s culture began in 1972. Just saying.

I may have been thinking of the 1960s and that it started in 1964. I don't remember now. Either way, the answer is the '80s I believe.
