If you don’t understand the title, let me explain. I’ve noticed that since about late 80s, there’s usually a female artist (usually one who defines the turn of the decade era) that debuts or gains popularity during the xxx8-xxx9 school year of the decade. They mostly debut late in the “8” year of the decade and get more popular in the “9” year, while typically staying relevant in and becoming more associated with the early years of the next decade. Examples:
1988:
Paula Abdul debuted with “Straight Up” in late 1988. The single and the album peaked in popularity in 1989 and that’s when Paula Abdul really became mainstream. She remained popular throughout the early 90s and is one of the main artists of the New Jack Swing era
1998:
Britney Spears released “Baby One More Time” in late 1998. The song and album blew up in early 1999 and Britney then became a household name of the Y2K era
2008:
“Just Dance” and “Poker Face” we’re released by Lady Gaga in mid and late 2008 respectively but both songs peaked in popularity in early 2009 and Gaga became a household pop star that year. She then went on to define the electropop era
2018:
Billie Eillish started becoming popular in late 2018 with these two singles here, but it wasn’t until 2019 when she released “Bad Guy” and her debut album when she became a household name in pop music. She still is relevant in 2021 despite her not having as much hype as in 2019. She still had a #1 album this year and ended up in the Hot 100 Year End list for 2021

Doja Cat works more than Billie Eilish for early 2020s, since she also gained popularity in late 2018-2019 and is more popular than Billie now.

But I chose Billie because I think her popularity more closely resembles the other 3 artists, being that she was “low key” popular in the “8” year and had a #1 hit and massive success in the last year of the decade. Doja was getting popular in 2018-19 but I feel like her breakout year was moreso 2020. But she still works well as an example

Would "Blondie" count for 1978 through early 80s? I never thought about Blondie since they are a band, but Debbie Harry is pretty much the face of the group so I think it would work. Although Blondie actually debuted in 1976, their second album released in ‘78 and their single “Heart of Glass” in ‘79 made them blow up. They also were one of the pioneers of new wave in the late 70s and early 80s
