I gotta say probably 2007 to 2012. 2003 to 2008 and 2016 to 2021 also feel pretty big.

I agree with 2007 to 2012. I'd also say 1997 to 2002 and 2013 to 2018.

2016 to 2021, definitely.
2016: Obama, great economy, hipster culture at it's peak, urban culture, liberalism at it's peak. 2021: Biden, though I'd argue Trump is still much more influential, pandemic, economic depression with no end in sight, religion, conservatism, lockdowns, increasing threat of civil war, suburban/rural culture is dominant.
2016...even if you didn't like the direction the world was headed, it was still a great year for day to day life, unlike the hell that is 2021.

1963 to 1968 (50s traditionalism still somewhat going strong to the hippy era) 1971 to 1976 (Peace and love and protesting vietnam war in early 1971 to punk rock mainstream explosion (influence in fashion as well), disco, first real home console after pong (fairchild channel f), home computers even if not fully mainstream yet (apple) by late 1976) 1983 to 1988 (The 80s still being new to aspects of what would later be considered 90s culture popping up more and more by second half of 88) 1987 to 1992 (Run DMC - It's Tricky (classic old school hip hop) to Dr Dre's The Chronic (core 90s gangster rap that still contemporary for many years after) 1994 to 1999 (early 1994 was still part of the extended early 90s culture to feeling like the cultural 90s overall were already feeling mostly over and done by late 1999, even if it wasn't the 2000s ) 2004 to 2009 (early 2004 was the last phase of the early 2000s to already feeling like we are in the 10s in late 2009) 2016 to 2021 (not convinced because while 2016, had obama and trump, making it unique and was different in a number of ways from 2021, it still is similar in far too many ways despite some new changes in 2021 that reflect the new decade)

2007-2012 always seemed crazy to me. 2007 is still so painfully 2000s while 2012 is borderline core 2010s
1994-1999 is pretty big too. The contrast between the classic 90s and the more modern 90s is so striking. 1994 seems so old school while 1999 can blend in with today in some areas
2010-2015 may not seem big at first but so much happened in between those 5 years when you think about it
