2009-2010 season jumps at me, specifically late 2009 thru mid 2010. While pop culture leaned early 2010s with Red One electro-pop blowing up, 7th generation gaming being standard, Obama in office and what not, it still felt undeveloped. I still sensed ties to the 2007-2008 season even if they weren’t as strong as they were in the 2008-2009 season. TV, movies, fashion, design in the 2009-2010 season leaned early 2010s, but were still developing their identity. Cartoon Network was still in their late 2000s dark age.
Mid 2020-2021 because of COVID putting everything at a standstill not allowing pop culture to progress in a healthy way. No wonder we’re still stuck with an abnormally high amount of 2010s culture. We’ve had some new changes or modifications since 2021, but still not enough to put us in a new era.

1996-1997 school year. You can tell things were starting to head towards the Y2K direction but the vibe just felt too 90s.

2009, so many classic shows ended by then and there was nothing to replace it with, unpolished empty store fronts in malls ( tho tech Kb Toys and Circuit City existed until Feb/March)
2003 super growing pains years of culture, shaking off the early 2000s and welcoming the mid 2000s, felt super jagged edge
2012 clear where culture was going but it was still working out the kinks
1997 became a battle of what culture is going to win in the end, you could tell all the new fashion and teen pop was exciting, but u still were not sure yet, well not until Fall 97. TV was confused AF at this time, ABC's TGIF started moving in a more teen direction out of competition, tons of tv show intros tried to copy Friends ( including Boy Meets World at the time). 3D video game graphics at the time felt SUPER unpolished.

At least 1997 had exciting culture to look forward to. 1997 seems the most exciting between all the years you mentioned. I also understand your point too. I don't believe 2003, 2009 and 2012 had much going for them. I agree 2003, all of 2009 and 2012 felt undeveloped.

Unpolished:
Both 1989-1990 and 1990-1991, was leaning 90s but refusing to shake off most of loudest 80s influences until 1992-1994
late 1996 to early 1997 you can lump in spring/summer 1997 to some extent. The classic mid 90s cultural vibe refuses to die despite all the signs it was middle of fading and being past its peak and in some cases dated.
1994-1995: Many people are still stuck in 1991-93 world others are already in a 1995-1997 world.
Most of 1998: Latest culture globally is increasingly Y2K and proto 2000s but social atmosphere feels closer to 1996 and late 1997.
2000-2001: Not early 2000s enough and not Y2K enough

Most undeveloped year was 1991 easily. Just by looking at the charts pop culture clearly didn't exactly know where to go next, and it's kind of funny. That year was basically throwing spaghetti at the wall and see what sticks.
Most unpolished were 1963, 1974, 1981 and 2009, as they all were caught in a transition into the next pop culture phase yet still had so many (usually not very memorable) leftovers of previous years.
