IMO 2018 was the start, 2019 was the transition, 2020 was when it became what it is today. The way I see TikTok's timeline:
Fall 2018 - starts gaining clout as the "replacement of Vine and Musical.ly" but not too popular yet
Spring 2019 - gains more popularity, enough to bring songs like "Old Town Road" to the charts
Summer/Fall 2019 - cements itself as a cultural phenomenon due to that songs success and more people hearing about it
2020 - basically becomes the driving force of pop culture
