If so, which artists do you think would lead the movement? If no, then why and if it already happened?

I think its been normalized so its no longer something to strive toward, and the pop industry changed, also a lot of it back then was a reaction of the safer and more conservative bubblegum pop of earlier years in Y2K era/late 90s. But things could get inspired by it in different ways, hard to know.

I feel like some sort of edginess is coming back into pop music and I think artists like Lil Nas X, Doja Cat, Megan Thee Stallion, etc. are the main ones bringing it back

I think what he means is the innocent girls gone bad which at least to my knowledge isn't really in. Mature and urban has been in for a while, over the top sexual or shocking would be nicky manage, lady gaga a number of others, at least a decade or more before recent stuff.
