It’s firmly leaning Y2K but had a lot more late 90s continuations and holdovers compared to anything after, especially September 1998 to the start of 1999. I would even classify September and most of October 1998 still having a lot of late 90s influences atmosphere wise, the most in that entire school year.

Lots of people wanted to get with the times or abandon the typical 90s and grungey curtained look for a more classic and macho look. At the same time curtained hair was very visible all the throughout late 1998- summer 1999, curtained hair started getting popular around 1989-1990, and became fully mainstream by 1990-1991 and 1991-1992. In 1999-2000 it was much less but still hanging, in 2000-2001, to some extent 20002, only a few people had it curtained hair, spiky hair in 2000-2001 became excessive and cheesy looking, lots of overdone tacky spiky hair. 2003-2004, maybe early 2005 was the very last time you say someone with curtained hair. 2009-2010 maybe 2011, is the last time you say someone with some kind of casual version of 90s/Y2K/early 2000s spiked hair.

Flared pants were popular too. you would occasionally see flannel and denim on denim ( altho it was super rare), Floral dresses were still spotty as well ( as far as early/mid 90s stuff still lingering) The frosted tips fad got big in the 97-98 school year, it blew up in 99 to the point where it could not be avoided, dying your hair with blonde streaks was super popular in the 97/98 year as we all wanted to get away from the normal 90s things, video from 97/98 school year showcasing this

I typically think the late 90s coincide with the Y2K era, just on the earlier side. So both. But in terms of core 90s vs. Y2K/Millennium, this is where the Y2K era came in full force compared to 1997-1998 which still felt mostly core 90s imo.
