Just like Lady Gaga discovered 2010s pop, and Britney Spears discovered 2000s pop. Billie Eilish is the pioneer of 2020s pop music. The mellow soundcloud sound is the sound of the decade. This started blowing up in 2019. 2019 was very transitional for music and started 2020s pop music.

Billie Eilish is a product of late 2010s pop. The more that I think about Billie Eilish's supposed impact on 2020s music, the more I realize how she never had an impact on 2020s music and how she cashed in on the late 2010s sound. Her 2019 debut album did not begin a cultural shift from the late 2010s to the early 2020s. That album was recorded from May 2016 through January 2019. I think she was responsible for the E-Boy and E-Girl TikTok looks. Both her 2019 debut and 2021 sophomore albums sound like they could have easily have been released in 2017. They both sound like late 2010s pop.
Just because Britney Spears and Lady Gaga supposedly discovered the 2000s and 2010s pop in 1999 and 2009 respectively, doesn't mean that was necessarily the case in 2019 with Billie Eilish for 2020s pop. Years ending in '9' don't follow the same template.
Billie Eilish has been receiving backlash and declining in popularity since 2021. For now, Billie Eilish seems like a peak 2019 and 2020 phenomenon. In terms of influence on pop music, Billie Eilish is not comparable to Britney Spears and Lady Gaga.
IMO, the music that Billie Eilish released in 2019 and 2021 seemed cringe and behind the times in 2021, especially compared to the music that Olivia Rodrigo, Doja Cat, Saweetie, Megan Thee Stallion dropped.
So far, Olivia Rodrigo seems like the pioneer of 2020s pop music.
I think it's still too early to decide on what the 2020s pop sound is. I think the 2020s are still developing their identity and deciding on what they want to be. We're only in 2022 and the 2010s just ended between 2 to 3 years ago, so we're not 100% removed from them culturally yet.
The Soundcloud sound seems to define late 2010s music. I feel like we've been moving away from that.

Although in my opinion the 2020s doesn't have a single music pioneer so far
Ariana, Dua Lopa, The Weeknd and Doja Cat are somewhat influential today but i wouldn't call them "pioneers" of anything

Right now, popular music just seems to be a mish-mash of bouncy trap music, retro-pop, and the pop punk revival (and its infusions with trap per MGK and others). I still don't personally think 2020s music have any definite mainstream sounds that differentiate themselves with decades prior yet. But I could be wrong, though.

I’m glad to know that wasn’t the case lol. I’ve also noticed the bedroom pop lofi sounds since then. I think that trend may have died out in 2021 or is currently dying out, not sure. I can still sense its influence. Yes it’s likely that Olivia set the template because I think she may have spawned some copycats.

No one has been able to top Billie Eilish in terms of popularity and sales yet. And there's NO WAY she is a late 2010s singer, despite debuting in 2019. She was unheard of in 2018. And 2019 set the scene for 2020s music.
