This is definitely the most Y2K video game hands down Final Fantasy X-2 (which had it's game being made in 2001 had some super y2k stuff despite releasing in 03) but in general the answer is Space Channel 5 on Dreamcast as most Y2K game

Jet Set Radio and Mr Driller are also very Y2K. Funny thing about Mr Driller, I remember first seeing that game in Best buy while Super Ex GF from No Doubt was playing while also standing across from an Nsync card board cut out lol It was one of those "y2k" experiences that are small but leave an impact LOL
