I don't think you can pinpoint a single year since it was a gradual decline, but I think you can safely say by the late 2000s, rap music became total garbage. This downard trend began in the 2000s.

To each our own. But you have to admit it's at least much better than the trap/mumble rap garbage that has been churned out since 2017.
