1. Both started out with teen pop during the later part of each the decades they gained recognition. And both of them being Disney shows.
2. Both had a drastic image change, Britney became more adult like in the 2000s while Miley Cyrus “wrecking ball” and Bangerz era was what changed her image from the Disney family friendly era
If feel like Miley Cyrus comes the closest celebrity whose image change and history mirrors that of Britney, although I’m aware there’s a lot of differences as well. Especially in terms of they’re family life and relationship with them and how they handled the media attacks.

Miley was not nearly as popular as Britney, and she fell off after 2014

I think she's more similar to Christina Aguilera. Christina was associated with Disney for longer than Britney with her covering the Mulan song. She was hugely popular on the American charts in 1999-2000 the same way Miley was in 2008-2009. Then the "Dirrty" video controversy happened, and her career never really recovered after the Stripped era, the same Miley did after Bangerz.

There are parallels but I think it's a case where Britney had to be Britney first so Miley could be Miley.

Which is ironic because that was they’re most edgy albums at that point in time. Miley also did have another whole persona as Hannah Montana up until the early 2010s. So she wasn’t always the Miley we know today

Britney is more compareable to Gaga or Ariana Grande. Miley was only superstar level popular in 2013 because she got edgy.

When I think edgy I think of somebody suddenly making angsty songs filled with swearing, violence, lyrics about suicide and slitting wrists. That kind of thing. Something more along the lines of Avril Lavigne’s Under My Skin or Vanilla Ice’s Hard to Swallow.

Most people remembered her for sticking out her tongue and just being very sexually provocative. For some reason 2013-2014 in general was raunchier than the rest of the decade. It was almost on par with the early 2000s.

Not at all. Back in her heyday, Britney Spears basically encapsulated the entire teen pop era from the late 90s to early 2000s with her indomitable presence and her girl next door/sexually liberated woman personas.
In the 2010s, Miley Cyrus tried to break out of her Hannah Montana character (because that's what most girls basically remembered her as) through her heavily polarizing Can't Be Tamed and Bangerz eras, but her popularity still couldn't reach the worldwide success and imitations of Y2K Britney.
Lady Gaga is arguably the closest we had to a Britney or a Madonna in the late 2000s/early 2010s.

Honestly, I think the closest thing the 2010s has to a Britney Spears equivalent would be Taylor Swift, as far as being popular throughout the whole decade (unlike Lady Gaga, who was only big in the early 2010s), and being a major pop culture icon. They're not similar at all personality-wise, but as far as impact on pop culture, that would be my take.
