IMO the first modern decade as of 2022 would be the 90s. This is when the internet became commonplace and everything else started becoming more modernised like music and fashion. 3D gaming and portable gaming also started in this decade.
It is mainly the late 90s that is modern though, the early 90s was still pre-internet and has a vintage look to it.

The 80s, definitely. The rise of computers, video games, electronic and rap music, very early internet (in the form of BBS), cable television, blockbuster movies, etc.

The 90s maybe. Hip hop was the dominant culture, there was no cold war anymore, political correctness, computers & internet (for the later years), dressing for comfort...

Another thing I would like to mention is computer animation everywhere (in movies, TV commercials/trailers...).

It is mainly the late 90s that is modern though, the early 90s was still pre-internet and has a vintage look to it. Yeah its a tie between the 80s and 90s as the most recent oldest decade. The 90s especially the later half feels the most modern nowadays. Like its recent even though it was so long ago. Is this a “25 year” rule considering it was a quarter a century ago.

I find it very hard to see anything pre-internet as modern. But the 80s modernised some aspects of pop culture. It is the first decade where gaming is mainstream.
