The 90s, but not by much. The 90s was very edgy compared to the clean and family-friendly 80s. But let me put it this way. Edginess in the 90s was represented by The Simpsons, Beavis and Butthead, and Mortal Kombat, whilst edginess in the 00s is represented by Family Guy, Grand Theft Auto, and Happy Tree Friends. The edgiest stuff that came out in the 90s doesn't even come CLOSE to the edginess of the 00s.

These early 90s hits would never be hits in the 2000s aside from the least vulgar part of the decade, the early 2000s because of its proximity to the 90s culture

Which is ironic because the 80s were more dangerous compared to the 90s and the decade of "Miami Vice". The 90s was still a decade of family sitcoms along with the 80s, even teen dramas in the 90s were tame compared to those in the 2000s. 90s fashion was even more tame and not gaudy unlike the 2000s. Shows like 90210 and Boy meets world got nothing on Gossip girl

Mariah Carey best personifies the drastic shift in society between the 90s and 2000s with these two music videos and overall atmospheric vibe of each decade.
1990s are so tame
2000s we’re her wild side, free of tommy motolla
The 90s were all about that curly, girl next door hair while in the 2000s they were all about having super straight slick hair that just looked so sharp

The 90s were much more confrontational. Ironically, the 90s had much more of a "ghetto" vibe vs the 80s, despite crime being much lower. You are absolutely right, not to mention, cable TV was more popular in the 2000s, and video games had also gotten more advanced, allowing for the likes of Grand Theft Auto and Manhunt to exist. Even platformers got edgier, like Jak II and the infamous Shadow the Hedgehog. Plus kid-friendly cartoonish platformers were declining in popularity in favor of open-world games and first person shooters.

Which is so funny how the 2000s didn’t follow in that pattern despite the US having just experienced a terrorist attack very early in the decade. The 2000s didn’t really fall into that escapism path. The 2000s was the decade of homeland security. America became very guarded during this time of paranoia compared to the more free spirited 90s The 2000s picked up where the 90s left and turned the volume up to 100 and left no respectability at the table. Long gone we’re the days of scrunches, butterfly clips, cheesy boy bands and family sitcoms.

90's for sure. Maybe the grit was more for real in the 90's, but the wholesome quality was also there, versus in the 00's where it became hard to get away from manufactured edginess.

Especially in core era of the 2000s, the 90s still had family friendly sitcoms like fresh prince and full house in its core

I'm gonna go with the 90s I guess, as it was a relatively lowkey and laidback time for pop culture. While the 00s in contrast were big, bold, brash and very in your face about that.

I even think the 2010s to an extent were pretty bold and brash where as the 90s was a relatively slow paced time for music, as it was probably the last decade where slow romantic RnB songs like Boyz II Men dominated the airways and topped the billboard.
