To me it feels like GTA Vice City and San Andreas are very stereotypical and they’re radio stations especially Vice City is filled with nothing but only music from the year and decade is is set in. My guess is because there is a 16 year gap between from when the events in the game took place and the year the game came out. By 2002, there was already and idea of what 1986 and the 80s as a whole were like and by then there was already a record of things from that era that could be used to create an atmosphere that teleported the player back to 1986.
GTA IV doesn’t feel like this to me, for those that haven’t played it, it takes place more in the modern era and was developed only 3 years prior to being released in 2008. One of the things that stands out to me the most is that many of the radio stations don’t feature many prominent artists and songs from the 2000s or even 2008 because they were either not released yet or not really considered to be put in.
